The Army has received 4,200 applications for retroactive stop-loss payments since it began accepting applications on Oct. 21, said Sam Retherford, director of officer and enlisted personnel management.
A total of 136,000 soldiers and families of deceased soldiers are eligible for compensation if they or their loved one were held beyond the scheduled end of their service since 2001. Also eligible are 39,000 airmen, 9,660 Marines and 250 sailors.
Applications will be accepted until Oct. 21, 2010. Of the applications submitted to the Army so far, 2,000 have been processed, Retherford said on Friday.
The Air Force has been getting about 90 applications per day, said Retherford, who did not provide any information on Navy or Marine Corps applications.
The reason why people are required to submit a claim for compensation is that the services’ did not keep reliable records on who had been stop-lossed, Retherford said.
Those eligible for compensation have to provide proof that they were stop-lossed, such as a deployment order, he said.
“If the member doesn’t have the documentation, then the service will, based on the claim, attempt to find the documentation to support the claim, but it has to be shown and proved, there was no other way around it because records in a lot of cases – as I mentioned – were not maintained,” Retherford said.

where can i apply for the stoploss payment application.It seems that the email the army times provided is a hoax.can i go apply in person at an army finance facility.I was under the stoploss for nearly 18 month while deployed to Iraq. I submitted for retirement prior to my deployment but was stoploss due to beginning of the war,please give me the correct imformation.

i haven't submitted my application for me getting stop lossed for 13.8 months back in 2004 i have yet to get a email or a phone call was just wondering if there was a 800 number i could call to see if i am gonna get some money and how long of a wait should i expect.
Army Application Issues
I have heard from a number of veterans I served with that they are having issues with the Army site and application process. In my own case, the site is asking me to submit paperwork I do not have or is not relevant. I have emailed an explanation of this issue to 'RetroStopLossPay@conus.army.mil' two weeks ago and still have received no reply.

How long for processing?
It says in this article that 2,000 of 4,200 submitted in the first 9 days have been processed. I submitted mine on the third day and have sent an email questioning how long is processing expected to take. No answer on the email and still no payment. Are we going to get an LES from DFAS about the payment? I'm a civilian employee now so my DFAS is still active.

I submitted mine on the first day in the first hour and still have nothing! I found info that the payments would be sent through DFAS, contacted DFAS and they have no idea and are being told to direct questions to the email address. All is supposed to go through Army G1 and then they state that DFAS will check for combat exclusions and handle the rest. To me it seems as if we are playing the game of monkey in the middle and they are throwing our possible money over our heads. Also every soldier who knows when they were going to ETS and didnt knew they were on stop loss, how does the army have and idea of the number of soldiers stop lossed and then say they dont have reliable records to indicate who was? Come on these guys have everything you did on file somewhere.

Ok, So I have been doing a lot of research and emailing with getting nowhere at all. On the 21 of Oct I got online and filled out all the required information and my number (if you all will remember it looked like RSL0000000000) well mine was number 176 so I was one of the very first ones to fill out and submit the form. A few days later I got an email saying they were processing my claim. I still have not heard anything else from them. I have sent a few emails to the POC with no replies. When I contacted G1 the rep said that I should wait 30 - 60 days for a response b.c that is a reasonable timeframe to get a reply to an email!! Anyways if you remember also a note said you would get updated emails or phone calls as your case was being worked. To date none have been recieved. I want to know what 2000 applications being processed means, surely I have not got any clear answer. All other service have an 800 number to call, where is ours? Can I drive to the office in VA where the claims are going? How do we see the status of our cases? Finally does anybody else have new information? Thanks

Well I just looked at my tracking # and if they are saying 4,200 in the first nine days then our #'s must not be the order they were received. Mine is 4655 and I submitted mine on the third day.

What in the heck
I have been e-mailing the retrostoploss address every week since this came out, three of the weeks I received a bounce back.
Jeff's article states that they have improved the site and addressed status updates, but they have not. The only thing added to the site was a FAQ that gives no good info. It has a blank for the phone number to call . . .what in the world? I e-mailed the MAJ in charge and received nothing back either.

How long does it take to check a Database and e-mail back a former servicemember a current status? Or setup a simple web app that does that? As opposed to being a jerk?

I sent in all my paperwork on the frist day. I have not been able to get any real answers for any of my question. I called the number (703)681-1900. When you call they act as if you are bothering them. When I talked to them over the phone he even pulled up all my paper work I sent ,but he was still unable to give me a real answer.

Ok I am a governmnet worker too. God I love this. The number 703-681-1900 really works. They cannot really tell you a time frame and don't want to give one. The answer said well if a year goes by. I was like 30 days is enough time. Well being a govt worker as well I know all to well how to get people moving. If more than 30 days has passed which in todays world is more than enough time. Contact the people higher up that always works to get the ball rolling. Taxpayers do it to me all the time.

Okay, So i was an Active Duty officer. Like many of you, I was never given a pretty signed memorandum which denied my request to separate from Active Duty thus stop-lossing me. I was in my third month of a 16 month tour in Afghanistan when my legal obligation expired. For some reason, my DD 214 says "99 days under stop-loss" but I know its actually more like 460. I have no idea where the Army got 99 days from. Anyways, I'm hoping this wont slow down the process too much. How can we really prove to the G1 that we stop lossed for as long as we were? The Army should be able to just look at our contractual obligation date of ETS and then the day we actually separated - and do the math. Any suggestions for providing supporting documents? I submitted my GI Bill certification form (which shows how many months I completed beyond by obligation). I hope that helps a bit.

With the amount of time the services have been preparing for this influx of apps, you'd think they would have devised a better plan for the website, for instance, status on a claim, how difficult is that? This country depends on the armed services to keep them out of harms way, in the process they are proud to serve and put themselves in harms way, where is the respect?? Amazon.com, that remark was uncalled for and callous.
OMPF
I applied when the site first opened and yesterday got an email that said I was not on the "stop loss master list" (no such list) and my records would have to be verified with my OMPF, which is funny because I sent them an original enlistment contract with my ets date and then a reenlistment contract starting several months later. All info they asked for on the site and all info thats on my OMPF. Why even ask me to waste my time uploading files. This whole process is a joke so far.
Are any of you actually in the Military?
Ok, so I hope no one takes offense to this but has anyone ever actually received a REFUND from the Military in a reasonable time frame? It can take a month to get a travel voucher back even when everything is done properly and submitted on time.This is a brand new program and you expect to get a LARGE sum of retroactive stop-loss back instantly? They only started accepting applications on 21 October. It hasn't even been 30 days yet!!! My suggestion is to have a little patience wait AT LEAST 30 days from the time you applied to start questioning the status of your claim. Look at the new GI BIll for Goodness sake. People applied months ahead and still weren't getting payments until a couple months into the school semester. Did you honestly expect to receive a payment within days? If you really want a quick response I would wait til next summer when most people have already applied and they aren't getting thousands of calls and emails a day and then you can probably expect responses to your questions. I work in a BDE S1 shop and I know first hand how slow the system works especially when it comes to the Government handing out money. My final advice BE PATIENT!!!
Called the G1
So I called this number 703-681-1900 to get more information since I recieved an email this morning stating that my months did not match what the goverment had on file,the email also stated that my claim would be delayed and a case manager would look at it. When I called the person who answered was very rude, Im sure frustrated with all the calls they have recieved. I remained polite and asked why mine would be delayed since I submitted the required paperwork which clearly stated I was retained for 415 days. I also asked why my claim would be delayed when all the information they needed was right there on the forms....he said that the email was just sent out to give people a status and that my claim would not delayed it was just an automated email and nothing to worry about. Im sure he was just blowing smoke up my behind but oh well... just wanted to let people know what they are gonna say if they call with the same question

I received this email on my status last night.
Your claim has been checked against the Official Military Personnel File (OMPF), after initial review, the months claimed are not in agreement. A Case Manager will review your submission. This will require additional time to process your claim.
Not exactly the update I was looking for. They don't even tell me how many months they think I was on stop loss or how to get in contact with my assigned Case Manager. I submitted all the required documents they asked for and they still can't seem to get it right. My DD214 states I was retained in service for 365 days according to 10USC 12305. My extension documents even state my ETS date which was 15 July 02 and my DD214 states my actual ETS date as 15 July 03. Why ask for the documents if you're not even going to utilize them in your decision making process. If anyone else is having this problem and knows how to get in touch with a Case Manger please provide the information. I know there are a lot of claims to process and validate and that this takes time but I would like to at least know what they are disputing.
Lost
Explain this one to me. I recieved a response back stating that they are not in agreement with my claim and that my claim was checked against my OMPF. I turned in my original Enlistment paper work and my DD-14 which was all I was required to do. On my dd-14 it shows that i was extended for the needs of the gov't and shows my final ETS date. My original enlistment paper work which they asked for showing my original ETS date was also given. Both documents clearly show that I was stoplossed beyond my ETS date. They gave me no explanation besides they were in disagreement. Anyone else had this problem.
